What is a Driving license format?

Driving licence is an official document that authorises its holder to operate various types of motor vehicles on highways and some other roads to which the public have access. In various Indian states, they are administered by the Regional Transport Authorities/Offices (RTA/RTO). Indian driving license has designed by the following format. Totally it has 13 digits. The minimum age for driving license in India is 16 for motorcycles under 50 cc (3.1 cu in), and minimum age for driving license for cars and motorcycles is 18 of more than 50 cc.

Consider driving license number - eg. GJ1220190000001

GJ : GJ is for state code i.e. Gujrat.
12 : RTO code-mostly digital, except in Delhi. This is usually one per district and if the district is bigger geographically or population wise then there can be multiple RTOs per district (In Gujrat 12 is kutch-bhuj’s RTO code, In Maharashtra, 12 for Pune, 31 for Nagpur).
2019 : 2019 is year of issue/
0000001 :Last seven digits is Driver Profile ID basically DL no which are alloted in series.

So the for format becomes, SS-DD-YYYY-CCCCCCCCC (without hyphens)
SS: Unique State Code (alphabetical)
DD: Unique RTO Jurisdiction Code (Numeric)
YYYY: Year of issue (Numeric of course)
CCCCCCCCC: Serial number of the licence issued in given state, RTO and year of issue.

Tests on basic driving rules are conducted at the RTOs when an individual applies for provisional licence. The theoretical test in India consists of basic road sign questions, which are the same for car and motorcycle tests:
1. Multiple choice questions – 15 questions with a choice of possible answers. At least 09 questions should be answered correctly to pass this section.
2. Verbal or written test (depending on the state)
The theory test are completed on the computer, and both must be passed in order to pass the theory test.
